Federation of American Scientists Launches Center for Regulatory Ingenuity
At a glance
- The Center for Regulatory Ingenuity was launched by FAS in 2026
- The initiative focuses on innovative government strategies for climate and other issues
- An inaugural essay series advocates for stronger regulatory approaches
The Federation of American Scientists (FAS) has introduced the Center for Regulatory Ingenuity to promote new approaches in government policy, with a particular emphasis on climate change and related challenges.
The Center is designed to foster collaborative environments where participants can develop and refine substantial policy ideas. According to FAS, this initiative aims to revitalize government action by encouraging the creation of high-trust spaces for policy innovation.
As part of its launch, the Center has begun publishing a series of essays that advocate for enhanced regulatory measures. The initiative also addresses concerns about previous reductions in regulatory requirements and highlights the potential need for legislation focused specifically on climate issues, beyond existing frameworks such as the Clean Air Act.
FAS has previously established projects that collect and advance science-based policy proposals. The “Day One 2025” project, for example, gathered recommendations across sectors including energy and the environment.
What the numbers show
- The Center for Regulatory Ingenuity was launched in 2026
- FAS’s “Day One 2025” project began in 2024
- The 2026 State & Local Heat Policy Agenda is under development
Beyond the new Center, FAS operates a Climate Tech & Innovation program that examines gaps in the United States’ climate innovation systems. This program explores topics such as adaptation technologies, resilience strategies, and governance structures for climate-related interventions.
FAS is also preparing a 2026 State & Local Heat Policy Agenda. This agenda is intended to provide decision-makers with model guidance, draft executive orders, legislative templates, and financing options to address extreme heat events.
The Center for Regulatory Ingenuity’s activities are positioned within a broader context of FAS initiatives that seek to strengthen science-based policymaking. These efforts include both research and the development of practical tools for government agencies and local authorities.
The Center’s response to regulatory rollbacks in previous administrations and its emphasis on the possible need for new climate legislation reflect ongoing discussions within the policy community about the adequacy of current regulatory frameworks for addressing climate change.
